⚠️ The companion “Criteria for Determining Major Work-Safety Accident Hidden Dangers in Chemical and Hazardous-Chemical Production/Operation Enterprises” (AQ 3067—2026) will take effect on September 30, 2026;Absence or non-compliance of the personnel positioning system will be judged a major accident hidden danger, risking production suspension and rectification. After the new regulation, emergency-management departments in many regions have launched special enforcement around “built but unused, used but not real, lacking O&M”, investigating multiple typical cases.
